Role and mandate
The Senior Executive Committee (SEC) is the senior decision making forum established by the Commissioner for the development and approval of strategic, force-wide policies, pursuant to and consistent with the Commissioner's authority under section 5 of the RCMP Act.
The role of SEC is to develop, promote and communicate strategic priorities, strategic objectives, management strategies and performance management for the purpose of direction and accountability.

Brenda Lucki was born and raised in Edmonton, Alberta, and joined the RCMP in August 1986. During Commissioner Lucki's career, she has served in Quebec, Ontario, Manitoba, Alberta, Saskatchewan and at the RCMP Academy (Depot Division), as well as on international peacekeeping missions in the former Yugoslavia.
Her first posting was in Granby, Quebec, where she worked in federal policing, mostly in drugs and customs investigations. In 1993 and 1994, she served on the United Nations Protection Force (UNPROFOR) mission in the former Yugoslavia, overseeing criminal investigations and monitoring the delivery of aid and health services.
In 1995, she was transferred to the RCMP's peacekeeping program in Ottawa, where she trained and selected peacekeepers for the UN missions in Haiti for a year-and-a-half. Following that role, she advanced through the non-commissioned officer ranks, first as an instructor at the RCMP Training Academy for three years, then returning to operations in Manitoba for four years as a supervisor and Acting Detachment Commander.
In 2003, she was promoted to the rank of Inspector and held the post of Traffic Services Officer for Saskatchewan. She stayed in the province for six years, holding the role of Community and Contract Policing and District Operations Officer.
In 2009, she rose to the rank of Superintendent, and became the District Commander for the Manitoba North District. In 2012, she was transferred and promoted to Chief Superintendent, and became the District Commander of a larger area in northwest Alberta.
In 2016, she was named Commanding Officer of the RCMP Academy, and on March 9, 2018, she was announced as the RCMP's 24th Commissioner.
Commissioner Lucki completed a Bachelor of Arts in psychology and sociology at the University of Alberta in 1996. She also completed the Advanced Program in Management, Leadership and Strategy at the Asper School of Business at the University of Manitoba in 2012. She is married and has two step-daughters and three grandchildren.
Commissioner Lucki's career contributions have been recognized through a number of honours and awards, including:

Deputy Commissioner, Contract and Indigenous Policing
Deputy Commissioner (D/Commr.) Brian F. Brennan joined the Royal Canadian Mounted Police in April, 1986. After training at Depot in Regina, Saskatchewan, D/Commr. Brennan was posted to Saskatchewan and served in the communities of Nipawin, Carrot River, and Sandy Bay. While in Saskatchewan, he had the opportunity to work in municipal policing and Indigenous communities, performing general uniform duties in rural areas and northern isolated detachments.
D/Commr. Brennan worked in the Federal Policing Program in the Saskatoon Integrated Drug Unit and received his first promotion to Corporal. Following six years of experience in drug enforcement, D/Commr. Brennan was commissioned to the rank of Inspector in 2002, as the Executive Officer to the Deputy Commissioner of Operations at National Headquarters in Ottawa. Two years later he assumed the position of the Officer in Charge of Drug Operations for Federal and International Operations and later, as the acting Director of Drug Branch.
In 2006, D/Commr. Brennan transferred to Nova Scotia as the Federal Policing Officer. He went on to serve as Officer in Charge of Criminal Operations where he oversaw all contract and federal law enforcement operations for the province. In February, 2014, D/Commr. Brennan assumed the role of Commanding Officer for H Division, Nova Scotia. In this role, he unveiled the first RCMP Eagle Feather as an option for Indigenous people - clients, victims, witnesses, and officers - to swear or make oaths. He also unveiled the RCMP's first permanent sweat lodge, offering Indigenous and non-Indigenous employees a space to attend "sweat" ceremonies for spiritual cleansing, self-reflection, and prayer.
D/Commr. Brennan earned a Bachelor of Arts from the University of Prince Edward Island and completed a Police Leadership Study Program from Dalhousie University. He received the RCMP Long Service and Good Conduct Medal, the Queen Elizabeth II Golden Jubilee Commemorative Medal, and the Queen Elizabeth II Diamond Jubilee Commemorative Medal.
Deputy Commissioner Brennan and his wife Cariann have two children, daughter Brianne and son Nicholas. He enjoys spending his spare time with his family, and has a keen interest in the history of the Force - collecting and preserving its historical memorabilia.
Deputy Commissioner, Federal Policing
Deputy Commissioner Mike Duheme has been an RCMP officer for more than 32 years.
He brings a wide breadth of policing experience to his current role, particularly in areas under the RCMP's Federal Policing remit, including organized crime and national security investigations, Protective Policing and major events, as well as specialized units, such as Specialized Operational Techniques and Emergency Response. Career highlights also include his participation in an international police peacekeeping mission in Kosovo in 2000, and coordinating security for the XIIe Sommet de la Francophonie in Quebec City in 2008.
In 2015, D/Commr. Duheme was promoted to Officer in Charge of Parliamentary Protective Services, and became the first Director of the Parliamentary Protective Service (PPS). During this time he led the integration of three organizationally distinct units into a new parliamentary entity known as PPS. With over 500 human resources, he implemented strategies that were aimed at facilitating integration amongst employees while focusing on creating operational interoperability.
In 2016, he became Commanding Officer of National Division and oversaw the conduct of sensitive and international investigations that impact Canada's national interests, and protective policing services in the national capital region. During this period, he was also responsible for leading the establishment of a dedicated cybercrime investigative team focussed on combatting significant threats from transnational organized crime groups and threats to Canada's critical infrastructure.
D/Commr. Duheme is excited to lead Federal Policing's modernization efforts to position this critical core mandate of the RCMP for success now and in the future. Transformation is essential to tackle the increasing complexity of crime and implement agile responses in collaboration with domestic and foreign partners. He also remains steadfast in his commitment to support the active participation of every employee to foster a positive work environment, and promote innovative ideas to improve Federal Policing's activities in the pursuit of excellence.
Mike is passionate about learning and continually improving. As part of his education, he attended l'École des hautes études commerciales of Montréal University and Concordia University, studying Project Management, Change Management, Managerial Communications and Human Resources Management. With his strong sense of leadership, Mike remains fully committed to promoting policing collaboration in order to ensure the well-being of our communities and the safety of Canadian institutions.
Deputy Commissioner, Commanding Officer of the BC RCMP
With 31 years in policing, D/Commr. Jennifer Strachan spent 14 of those in a broad range of front-line policing roles in British Columbia. She has also worked in administrative duties at the Provincial and National level, in addition to completing a Peacekeeping Mission in Haiti in 1996. She also served as the desk officer responsible for peacekeeping deployments to the Former Yugoslavia.
Her frontline policing experience started with her first posting in Whistler, BC and then Westshore Detachment. She was commissioned in 2002 to the role of Executive Officer to the Deputy Commissioner of Corporate Management & Comptrollership and since then some of her postings have included: Officer in Charge of the National Child Exploitation Coordination Centre; Detective Inspector in Charge of Montreal Drug Section; and, Officer in Charge of Operational Policy and Programs in Contract & Indigenous Policing at National Headquarters. She served as a District Commander, Criminal Operations Officer, and as the Commanding Officer in "O" Division, Ontario, and the Deputy Commissioner responsible for Specialized Policing Services.
D/Commr. Strachan holds an Undergraduate degree from the University of Ottawa as well as a Master's degree from Royal Roads University. She is a graduate of the Canadian Police College Executive Development in Policing program and is an Alumni of the Leadership in Counter Terrorism Association. With a passion for supporting others in realizing their career goals, D/Commr. Strachan is a proud recipient of the 2014 Ontario Women in Law Enforcement - Mentor of the Year award as well as the 2014 International Association of Women Police - Mentor of the Year award. In 2016, she was invested as an Officer of the Order of Merit for Police Forces (O.O.M) by the Governor General of Canada.
She manages competing demands between work and home, thanks to the unwavering support and commitment of her husband and son.
Commanding Officer, K Division
Born and raised in rural Saskatchewan, Deputy Commissioner Curtis Zablocki is a 28-year veteran of the Royal Canadian Mounted Police and was appointed the 25th Commanding Officer of the Alberta RCMP in September of 2018. He holds a Bachelor's degree in Criminology from the University of Alberta in Edmonton.
Deputy Commissioner Zablocki has spent most of his RCMP career in K Division (Alberta) carrying out various operational duties in District Advisory and Detachment Command functions. With a passion for people and community engagement, he focuses on building employee capacity by providing all employees with the proper resources to fulfill their duties.
In 2007, Deputy Commissioner Zablocki was commissioned as an Inspector and assigned to the position of Officer in Charge of the Wetaskiwin RCMP Detachment and Operations Officer for the newly created Battle River District. He worked closely with the Maskwacis First Nations communities in combatting gang issues.
The most recent position Deputy Commissioner Zablocki held in K Division was Deputy Criminal Operations Officer from 2014 to 2016. In this role, he oversaw operational policing matters including Traffic Services, Provincial Support Services, and Aboriginal and Community Policing.
Prior to taking over as Commanding Officer of K Division, Deputy Commissioner Zablocki served as Commanding Officer of F Division (Saskatchewan) for two years.
Dedicated to building trust and confidence with the communities served by the RCMP, Deputy Commissioner Curtis Zablocki focused his efforts on community engagement and collaborated with partners and stakeholders in the areas of rural crime and race relations.
While serving in Saskatchewan from 2016 to 2018, he led changes to the Federal Policing program, and established two permanent crime reduction teams to support the work of detachments in targeting serious and violent crime in the province.
Deputy Commissioner Zablocki and his wife, Deb, have three adult children.
Chief Financial and Administrative Officer
In April 2017, Dennis Watters was appointed as the RCMP's Chief Financial and Administrative Officer (CFAO). In this role, Mr. Watters supports the Commissioner in the achievement of the RCMP's strategic and operational priorities by providing service excellence in the areas of financial administration, strategic investment, asset and real property management, procurement and contracting, and corporate management systems.
Mr. Watters joined the RCMP in 2011 as Chief Audit and Evaluation Executive (CAEE). In that role, he provided RCMP senior management with independent and objective advice and guidance to add value and improve the effectiveness of RCMP risk management strategies, management control frameworks, and governance processes. Mr. Watters was appointed Associate CFAO in July 2015, and transitioned into the role of Acting CFAO in March 2016.
Prior to joining the RCMP, Mr. Watters was the Director General of Audit at the Department of National Defence. Mr. Watters is a Chartered Professional Accountant and Certified Fraud Examiner with over 25 years of service in the Federal Public Service in Audit, Evaluation, and Finance at various departments, including the Office of the Comptroller General at the Treasury Board Secretariat, the Department of National Defence, and the Canadian International Development Agency.
Chief Action, Innovation and Modernization Officer
Deputy Commissioner Kevin Jones was born and raised in Winnipeg, Manitoba. After obtaining a Bachelor's Degree in Physical Education, he joined the RCMP in 1988. Following language training in Montreal he attended Depot Division. Following graduation Kevin worked General Duty in northern Saskatchewan and northern and southern Manitoba.
In late 1999, Kevin was transferred to Chilliwack, British Columbia where he was a Forensic Identification Specialist then a Detachment Commander in New Aiyansh, BC where he focused on building a strong relationship between the Nisga'a Nation and the RCMP. Kevin also worked in "E" Division Headquarters where he was the NCO i/c of the "E" Division Strategic Planning Unit.
Kevin received his Commission to the rank of Inspector in 2007 and was transferred to RCMP National Headquarters in Ottawa where he worked as a Planning and Performance Manager. A focal point of Kevin's experience in that role was providing advice to the Deputy Commissioner Federal Policing and his management team on the national Federal Policing strategies.
In June 2009, Kevin was selected as the OIC of National Aboriginal Policing Services where he was instrumental in facilitating the development and implementation of the of the Work Plan Regarding Missing and Murdered Aboriginal Persons, jointly developed by the Assembly of First Nations and the RCMP.
In 2012, Kevin was promoted to Superintendent and transferred to the North West Region as the Employee and Management Relations Officer and worked in that capacity until he was transferred into the role of the Assistant Criminal Operations Officer – Federal for "F" Division in March 2013. From August 2013 to May 2015, Kevin was the Criminal Operations Officer for "F" Division.
From September 2015 to May 2017 Kevin was named the Training Officer for "Depot Division" where he was responsible for the addition of Carbine and IARD training into the Cadet Training Program as well as overseeing the development of Version 9 of the training.
n June 2017 Kevin was promoted to Assistant Commissioner as Director General – Workforce Culture and Employee Engagement. Within this role Kevin oversaw Diversity and Inclusion as well as Gender Based Analysis plus and the RCMP Employment Equity committees. He was accountable for the implementation of change initiatives across the RCMP as outlined in the Merlo Davidson Settlement Agreement. Equally, he was selected as the RCMP's Champion in both the domain of Multiculturalism and Gender and Diversity.
In June 2018 Kevin assumed the role of acting Chief Strategic Policy and Planning Officer for the RCMP. This included senior leadership of the RCMP's over-arching strategic policy framework, business planning and strategy. Units reporting to him included: National Communication Services; the RCMP Musical Ride and Heritage Branch; and Strategic Policy and Planning. Kevin also oversaw the development of the RCMP's Departmental Review and was responsible for the development and implementation of the RCMP's Vision 150, a five year strategic plan for modernization.
In June 2019, in light of the work Kevin had advanced in support of modernization, combined with his three decades of leadership and strategic thinking, Commissioner Lucki selected him to lead a new Action, Innovation and Modernization team. In addition to leading the RCMP's Vision 150, his unit will identify and support a wide range of projects across the organization to help modernize the RCMP using a diverse lens to challenge assumptions, build inclusivity and make evidence-based decisions.
Deputy Commissioner Jones and his wife Carla have a daughter, Kaitlyn and a son, Brendan.
Chief Strategic Policy and Planning Officer
Caroline Weber joined the RCMP in May 2019 as the Chief Strategic Policy and Planning Officer (CSPPO). In this role, Ms. Weber supports the Commissioner by providing strategic policy advice and analysis, and leads executive and client services.
Ms. Weber has worked in the security portfolio since 2013, and has been responsible for strategic policy, departmental planning and reporting, corporate governance, Cabinet and Parliamentary affairs, communications, and Access to Information throughout her career.
Ms. Weber is coming from Public Safety Canada, where she worked for two-and-a-half years as CFO and Assistant Deputy Minister of the Corporate Management Branch. She has also worked with the Canada Border Services Agency (CBSA) as Vice-President, Corporate Affairs, responsible for coordinating corporate governance, planning, and communications, and the recourse function from 2013 to 2016. Prior to joining CBSA, Ms. Weber was the Assistant Deputy Minister of Corporate Services and Strategic Policy at Public Works and Government Services Canada for five years. Previously, she also held a variety of positions at the director general level at Human Resources and Social Development Canada and Health Canada from 2002 to 2008.
Before joining the federal public service, Ms. Weber was an associate professor in the area of human resources management and organizational behaviour in the School of Industrial Relations and the School of Business at Queen's University from 1991 to 2002.
Ms. Weber has an undergraduate degree in economics from the Massachusetts Institute of Technology, and graduate degrees (M.Sc. and Ph.D.) from Cornell University.
Corps Sergeant Major
Corps Sergeant Major Al McCambridge joined the RCMP in 1981 in Victoria, British Columbia. His first posting was in Manitoba, where he served at Stonewall Detachment and, in 1984, on the Pas Highway Patrol. In 1987, he was transferred to the Northwest Territories, where he served for over 28 years.
C/S/M McCambridge has been a crisis negotiator since 1991, and a member of the RCMP International Negotiator Group since 2003. Some of his major cases include serving as the Non-Commissioned Officer (NCO) in charge of the Grollier Hall Residential School Task Force, the Northwest Territories' General Investigation Section, the Giant Mine Homicide Task Force and Inuvik Detachment's General Investigation Section.
In 2006, C/S/M McCambridge travelled to Afghanistan to serve on the Kandahar Provincial Reconstruction Team. There, he performed the duties directly related to Canadian police operations, patrols, and training of the Afghan National Police. After returning from Afghanistan, he served as the NCO in charge of Operations Support Service and Contract Policing Criminal Operations, NCO in charge of IMIT, the Operations NCO at Yellowknife Detachment and the Staff Sergeant Major of the Northwest Territories. He was appointed to the rank of Corps Sergeant Major in 2016.
As the Corps Sergeant Major, McCambridge is a member of the Commissioner's office and is responsible for dress, deportment, ceremonial protocols, and traditions of the Force. He is also responsible for maintaining a high standard of leadership and accountability amongst the non-commissioned ranks.
C/S/M McCambridge was born in Edmonton, Alberta and raised in Victoria, British Columbia from age six until he joined the RCMP. He holds an Advanced Certificate in Police Leadership from Dalhousie University and a Master's Degree in Terrorism Safety and Security from Charles Sturt University.
